Namely, when you try to upload the firmware 1.2.31 by vemstune at the beginning of the installation error occurred and did not finish the installation and the effect is that since then the computer vems is dead. That means when you connect vems to the computer via RS232 vemstune not see the device.

Your controller should still have a working boot-loader inside from which you will be able to recover and upload firmware.

In that case you will have to contact Hungary (by email using http://shop.vems.hu/catalog/contact_us.php) they can provide a bootloader restore package for you, make sure to mention: you bootloader problems, your original ecu order id, ecu serial number and the event that proceeded the bootloader corruption as bootloader corruption during firmware upgrade (using VemsTune) is very strange.
