The following problem has appeared - upon turning on ignition, there's very high probability that this will appear on LCD and nothing more will happen; apparently the ECU doesn't boot up

Unplugging that LCD increases likelihood that ECU will boot VERY MUCH, from few percent likelihood to over 50% i.e. even if ECU won't boot on first try, it will certainly boot on second try. Once it's up, it runs fine.
Board, IIRC, is v3.8.
Any suggestions?
