Title: 5v output tps Problem

The 5v supply coming out of vems from pin 29 and 28 keeps going to almost 0v, I have checked the tps wires from tps to plug all check ok, tps works fine, there is no 5v coming out of vems, after a while it comes back unexpected! 
What Im I missing??

ok found the problem, pin 28 grounding causing no 5v output!
