I decided to visually insect the piping because it can be hard to hear air leaks when you have to take the oil cap off during pressure testing but I found this:

Backside of the pre inter cooler piping. I am going to replace this section with aluminum piping because this is the second 034 silicone hose that has ripped.

;), also have a look at the whole boost piping and intercooler section, an unusual (bigger) pressure drop caused by constrictions leads to slow boost too,
Glad you found something  :)

Fixed and still  no difference in spool time :/. Ran another boost test and this time I capped off the the line that runs to the valve cover and heard/saw (soap) no boost leaks. I have a Wagner intercooler that has a core size of 500x205x85 which is big but could this cause this much boost lag? I am stumped at this point. I also have 7a cams and double checked the timing, I will get a picture up.

Try a 5th gear run that will properly show your best possible boost threshold at this point.
Boost lag and threshold are two different things, lag is a transient element while threshold is more of a stationery element.

Have you tried to remove the hose(s) to the wastegate to see what difference it makes?  Reading this thread i think you're using the stock wastegate, removing / blocking the bigger bottom hose should get you around your 1.9 bar (leave the wastegate ports open, block the tubes that went to it.)
This way you can rule out electronics / tune to help narrow down whats wrong / going on.

You could add a pressure regulator / schrapnel knob to the top of the wastegate and carefully turn up boost as another test.

Also look / listen for exhaust leaks between the head and turbo.

Do you have a silicone intake tube?  If seen flimsy ones collapse and choke off the turbo.

I had this setup without 7a cams. Made over 1.5 bar boost at 3k rpm. Over 1.7 bar at 3.5k rpm if you wanted.

Maybe it's the 7a cams?

I was reading up on 7A cams and I think you may be right. I am running both exhaust and intake 7a cams. I suppose there is only one way to find out.
